The Federal Government of Somalia and regional governors have on Saturday signed new agreement which paves the way for the formation of the new state for the two regions of Hiiraan and Middle Shabelle.
According to a statement released by the ministry of the interior, the 12-point agreement allows the formation of the new state with the consultation of the locals and clan leaders.
1- To form a regional federal state for Hiiraan and Middle Shabelle regions.
2- The formation of the new administration will be inclusive for all clans of Hiiraan and Middle Shabelle regions.
3- A consultation conference will be held for the clans in the two regions in order to start the state formation.
4- A technical committee of 31 members will be formed within 14 days starting from the date of the agreement. The technical committee will be inclusive from all clans in the two regions.
5- The two-region state will fight against the anti-peace elements in those regions and will allow peace and tranquility returns to the two regions.
6- The state formation process will be finalized within 60 days and will be facilitated by the Federal Government of Somalia.
7- The Federal Government of Somalia is responsible of assuring, executing, implementing and facilitating of the process.
8- The task of the technical committee will be prepared by the Federal Government of Somalia and will present to the signatories.
9- Every and each individual obstacles the state formation process will be labelled as spoilers and will be subject to appropriate action.
10- This agreement is signed by the two governors of Hiiraan and Middle Shabelle regions and 11 Federal Government ministers hailing from the two regions.
11- The signatories of this agreement are not related to the power sharing process.
12- This agreement is effective starting from the day signed.
